#91 Add the Tiny C Compiler

This commit adds the Tiny C Compiler to the list—a C compiler written in C.

Hi! Sorry it took a while for me to get back to you on this. I had TCC on here before, but I took it off due to concerns about maintenance and usability. Were my concerns unjustified? If so, please let me know your reasoning, and I'd be happy to reconsider.

Oh, as the real maintainer, it is up to you if you want to merge this or not. I don't care either way. I was just looking for an excuse to contribute to something seeing as it's hacktober over at github (even if it's just something small like this). If there were reasons to keep remove it in the past, they are probably still valid.
