#97 Properly announce when gogs issues are closed/opened

^got this error message after I closed an issue, not updated its labels

Maybe the bug is that closing an issue is reported as updated labels? Another, worse option, is that Gogs is being stupid and reporting it like that. I hope it's the former case and we can fix it in funbot easily.

Hopefully; otherwise, we'll just need to check if the label that's updated is the open/close status.
