#49 TDE i18n recipe bug

From one recipe we get some packages (one for each language). When I corrupted build process of this (meta?) package with Ctrl-C, I understand that it wasn't that terminal so I tried to run it again. When I run it again, I saw that all language packages started to rebuild. When it happens with other packages, qi writes that it ignores build of package because it exist (for all builded packages) and starts to build other...

This recipe is not definitive, it needs to be for each language. Thanks for the reminder.
