#2 URL scheme

Just opening this to remember that we need a different URL scheme before we can use Pagure for NAB. We cannot have notabug.org/ because users can't create repos with the same name. This I think is the only major issue that we're facing with the switch to Pagure.

as i remember @hp said the pagure devs were working toward this feature already but i could not find any issue for it on their tracker - we could link to it here if there is one
